Grant temporary or permanent permission to use a specific command, even when a user's rank is below the minimum requirement.

Lets say I want to give a NonAdmin the permission to use the fly command, I'd use
;accessCommand @username fly
Now, they are able to use the fly command even in the NonAdmin rank.

Using ;accessCommand all fly would give everyone in the server the permission to use the fly command.

It would also be extremely useful to use :accessCommand() via a script, similar to how the "Admin Pads" model can change your rank by using HD admin's API

Additionally there would be ;permAccessCommand and also ;revokeCommand which function exactly as you'd expect.
