Creating cooldowns for individual commands

Allowing us to set cooldowns for specific commands such as ";tp all me" would be really useful.
I imagine this could be done through the Settings Module, where you could list the cooldown duration for each command and specify which ranks can ignore it.

I’d try adding this myself, but after reading the license, I’ve come to understand that I can't publicly use a modified version of HD Admin. Hoping this gets considered! 😅
